For kombucha: this question-and-answer table from NC State Extension sets out the federal alcohol rules, under which a batch that reaches 0.5 percent alcohol by volume at any point counts as an alcoholic beverage, even if you later bring it back down, and must be made at premises qualified with TTB, the federal alcohol agency. It doesn't cover North Carolina's own rules, which it says apply too, so use it to decide before you plan a kitchen whether you are making a soft drink or an alcohol product.
Do this week
Find a lab that can measure the alcohol in your kombucha, and ask them to test a bottle that has sat for a few weeks after bottling.
